The Venezuelan railway system has the Anonymous Company Metro de Caracas as a provider of the main public service of mass passenger transport via subway train in the Metropolitan Area of Caracas, which has a strategic character both given its impact on the capital economy and, therefore, national. Currently, the Bolivarian Republic of Venezuela is facing a type of economic war whose effects affect the operation of this company in terms of the provision of technologically specialized parts, parts and services of foreign origin; which constitutes a situation of vulnerability that translates into a problem of self-sufficiency based on endogenous development for the replacement of this type of imported items. This research focuses on proposing from the methodology of soft systems (MSB) how to promote the endogenous development of the railway sector in the Bolivarian Republic of Venezuela, specifically the subway Metro de Caracas, for which the description of the vision of the world of this company is addressed, in the face of the need for technological self-sufficiency in terms of parts and spare parts, from the perspective of the researcher and, the adaptation of the MSB with this subjective input. Finally, the result of the first cycle of analysis is presented, which recommends the incessant application of the dynamics of the MSB, along with the flow of interacting events and ideas, and suggests an import substitution project that is of a broad spectrum, oriented to have internally facilities, inputs and human talent trained to carry out all research and development processes, as well as externally with the scientific contribution supported by an adequate infrastructure and endowment that cements the technical aspect
