Schools of social innovation as a public policy for university education

Abstract

The objective of this essay is to propose as a public policy the establishment of Schools of Social Innovation in Higher Education institutions, as a participatory space where the main actors demanding solutions in science, technology and innovation converge and from there, where the answers, alternatives and solutions to such requirements are born. This work is the result of a systematic process of theoretical inquiry regarding. Social Innovation and public policies and how these can help for the creation of Schools of Social Innovation in universities, will be based on the discussion of authors such as Graglia (2004), Tamayo (1997), Subirats and Gomá (1998), who have theorized on public policies. We will also approach authors such as Schumpeter (1942), Zurbriggen and González (2015), Echeverría (2008), and some proposals of the European Commission (EC, 2010), the Economic Commission for Latin America and the Caribbean (ECLAC, n.d) and the Oslo Manual (2005), on social innovation. It is also necessary to analyze the proposal of the national government through the Simon Bolívar National Project, Third Socialist Plan for the Economic and Social Development of the Nation 2019-2025 and the National Plan for Science, Technology and Innovation 2005-2030. It is proposed as a conclusive idea the relevance in the creation of Schools of Social Innovation, through public policies that link the institutions of higher education with the social demands in the field of Science, Technology and Innovation.
