The purpose of this study was to propose, from a prospective vision, a plan of inclusive inter and trans
disciplinary actions in the institutions of higher education in the city of Maracaibo, Zulia - Venezuela State, to solve the problems associated with sustainable
environmental management. For the above, the the matic approach was carried out through the analysis
of doctrines, that is, from the qualitative tradition of the paradigm with which the data and information were examined. In addition, various instruments were used as foreseen for this research design and as per the work plan. It also included the analysis of documents, audio recordings, interviews, among others. The theoretical support was based on Godet, (2007), Godet and Durance, (2011), Astigarraga (2016), (Sachs and Vernis, 2015), Agenda 2030 (2020), among others. Once the interviews were applied tothe three (3) subjects of the local universities, it was concluded that the higher education institutions do not comply with what is contemplated in the Agenda 2030, since the academic offer does not cover the expectation of the university of the future, nor do the research portfolios provide awareness, nor the socialization of local knowledge that promotes knowledge transfer, nor the territorialization of university practices. Consequently, an action plan was proposed, comprised of inclusive activities that promote an integrated university, that is, inclusive with substantive functions, tending towards an inter, multidisciplinary and transdisciplinary research that promotes the transfer of knowledge, in order to foster an integral, socially responsible and globally committed institution of higher education.
