This research delves into the dynamics of technology transfer (TT) in Venezuela, exploring the challenges and opportunities in leveraging industrial assets through effective knowledge exchange. The study highlights the significance of competencies in technology management and the implications of lacking expertise in the recipient. Epistemological and deontological perspectives are examined within the context of national public policies, emphasizing the ethical considerations and knowledge paradigms that
shape TT processes. By analysing the limitations of existing models, this research offers a critical evaluation of the strategies necessary to enhance technology transfer practices. Through an in-depth analysis of the complexities involved in the sender-receiver relationship, this study provides valuable insights into the factors influencing successful TT initiatives and underscores the importance of aligning competencies, ethical principles, and policy frameworks for sustainable technological development in Venezuela.
