The use of geographic information systems as an important technological component in scientific measurement, as well as its variability of application, extended in all productive sectors, allows having sufficient bases to analyze, visualize and disseminate information of interest for planning and decision making through the use of georeferencing. For this reason, this article proposes the design of a georeferenced map, which allows visualizing the research, scientific and technological capabilities of Venezuela, emphasizing the use of geographic information systems. This work shows that georeferencing allows to objectively and comprehensively characterize the necessary information on the geographic location of research and development centers, as well as their relationship with information on the researchers assigned to these centers. For this, it is necessary to have a technological tool such as QGIS, in order to provide timely and valuable information, to provide consistent responses in the formulation of public policies, aligned to the definition of socio-productive engines, aimed at maximizing national research, scientific and technological capabilities, for the benefit of the country and its inhabitants.
