The objective of this essay is to interpret the leading role of the notion of public perception as an indicator for decision-making in science, technology and innovation (STI) seen from ibero-american theoretical perspectives. For this, the studies of researchers are recognized, among which Vargas (1994) stands out, and Polino (2009) also takes the experience of Vergara (2010) from Mexico, Romero (2014) from Venezuela and Caballero (2018) Paraguay. It is concluded that there is a diversity of views on the notion of public perception, which is relevant in a world where the results of indicators of public perception can help to build or collapse policies in science-technology and innovation, and therefore, for decision-making in the formulation and execution of public policies in STI of a country or in a particular institution.
