Strategic Strengthening of the National System of Science, Technology and Innovation (2025)

This study analyzes the evolution and maturation of human talent in the National System of Science, Technology and Innovation (Sncti) of Venezuela, using data from the Online Observatory (OEL) and the Venezuelan Registry of Science, Technology and Innovation (Recitven) between 2024 and 2025. The central purpose is to determine the country’s capacity to generate knowledge and technological solutions by examining its human capital. The main objective is to evaluate the volume and distribution (territorial and institutional) of Research and Development (R&D) activities. To this end, a comparative and longitudinal approach is used, which assumes data transparency as an indicator of scientific sovereignty and maturity in knowledge management. The methodological structure is developed through integrated technical dimensions that allow for a holistic view of the system. The descriptive-normalized analysis, based on the Caracas Manual: Guide for the Collection of Research and Development Data in Venezuela (Oncti, 2023), focuses on the comparison of per capita metrics and relative values, an essential strategy to neutralize biases derived from
population size and ensure data accuracy. In addition, advanced structural analysis uses high-precision statistical tools to diagnose the system’s configuration. At this level, the Her findahl-Hirschman Index (HHI) is applied to assess the degree of institutional concentration of talent. The Gini and Atkinson indices are also incorporated, allowing for a rigorous measure ment of territorial inequality and equity in the distribution of scientific capabilities across different regions.
