Abstract

The systemic relationship between strategic planning, prospective and scientific-technological surveillance involves visualizing an integral process in which future scenarios may be formulated after managing the information that emerges day by day in scientific-technical matters. It is paramount to be able to alert,  in a timely manner, to support better decisions and formulate public policies in line with national and global changes. These policies may sovereignly guide research, the social appropriation of knowledge, how it is adequately disseminated and applied, to guarantee solutions that respond to the needs of our society. Thus, the use of scientific-technological surveillance as an information management provides decision-makers tool with the essential elements to articulate policies and strengthen the scientific technological ecosystem as a pillar of the Nation’s development.
